I’d lift a couple of slabs and see if there’s room to run a short soakaway or a small gravel trench so the downpipe has somewhere to dump water without creeping back to the house. I once had a blocked line and ended up sorting it after getting help through gutter installation and cleaning in Dallas TX, which also checked the slope and outlet for me, and it made a big difference.
